Colonel PAUL D. CARTER, was granted the Distinguished Service Cross for his heroism during the Meuse-Argonne offensive when as a Second Lieutenant with the 28th Infantry, 1st Division, he was rendered helpless by the explosion of a gas shell. He refused evacuation, and after regaining consciousness returned to his command and was instrumental in repulsing a strong enemy counter-attack.
Colonel Carter joined the Legion of Valor in 1963 and resided in Southern California.
Colonel Carter served on the Mexican border with General Pershing in 1916 and served with the 36th Division in World War II and was present at the Rapido River and Monte Cassino engagements.
